On Feb. 25, 2022, as part of the Government of Canada’s 2022 Pre-Budget Consultation process, we made a written submission on behalf of ourselves and thirty-nine other organizations (available here). In this submission, we support the continued building of the Canada-wide Early Learning and Child Care (ELCC) system. We recommend that improved children’s literacy be one of the goals of this system, in order to enable its success with regard to quality, accessibility, and affordability, and we provide three key recommendations on how to support this goal.
